Kenbunshoku Haki (also known as Mantra) is a sixth sense haki that enables a user to predict and Dodge attacks.
Busoshoku Haki allows the users to create an invisible armour around themselves. It can also be trained to be used as a weapon (either as part of one's body, or a real weapon imbued with haki) able to bypass the protections of certain paramecia users like Luffy, and even negate the intangibility of a logia user.

It is unlikely that he has a Devil Fruit ability, as he was already established as one of the Yonkou before he lost his arm - and at the time he lost it, he was in the ocean. If he had been a fruit user, this would have rendered him powerless as has been seen before happening to other characters.

yes luffy does have haki , all three ,they are known as the ultimate weapons .Rayleigh taught him ,Kenbunshoku haki which allows the user to sense all living things , for instance monitoring how many enemies there are and what their next move is.Bososhuko haki allows the user to use their spirit as armor to defend against attacks or to make their own attacks more potent; and Haoshoku Haki, a rare type of Haki only one in a million can use which grants the user the ability to overpower the will of others. Most people who can use Haki tend to have a type they're better at and as a result focus on that type. It's not clear yet what Rayleigh has actually taught Luffy (currently at chapter 600) However after staying on that Island for 2 years, with Rayleigh being able to use all 3 types of Haki, it's pretty obvious that he's going to teach Luffy the same.
