Secret clearances are done every 10 years and Top Secret are done every 5 years for USAF personnel. Nearly everyone in the USAF has a Secret clearance.
Well it is a USAF aircraft, so you have to be an American citizen if you're not already. Then you have to get very high mark (For us in the UK it's 5 GCSE A-Levels) and when you are in the USAF you have to train for years, then you may be flying F-22s as they should still be in service then. You have to work hard and be an exceptional pilot, though.
Currently the USAF has sever of each type in service. The KC-135 "Stratotanker" and the KC-10 "Extender" are the only air refueling tankers in use. The main transport types in use currently are the C-5 Galaxy, C-17 Globemaster III, and C-130 Hercules
