Not entirely. A college is usually a smaller school that may issue bachelors, masters or even doctoral degrees, specializing in one or two areas largely, like the arts and education for example, or psychology. A university generally has many departments with many different specialty areas (engineering, mathematics, science, philosophy, arts, theater, music, literature, sociology, etc) is much larger, has undergraduate (bachelors degrees) as well as graduate (masters and doctoral degrees) programs, and may have law and medical schools as well. Both are institutions of higher education (beyond high school), and there are similarities as well as differences. Hope this helps some.
Community colleges offer 2 year Associates degrees but most major colleges and universities do not. They offer Bachelors degrees, Masters degrees, PhD or doctoral degrees and more. Duration and cost vary significantly depending upon the institution and field of study.

In the USA only doctoral robes have stripes, and the color of the velvet tells you which doctoral degree it is. Bachelors and masters do not get stripes, but they get different sleeves.
If the question is in relation to Jamaica in the West Indies, then you have diplomas of different types. You have professional diplomas, some of which are considered equivalent to a Bachelors Degree; you have post-graduate diplomas that are post-Bachelors, post-masters, or post-doctoral degrees; then you have 1,2,3 year diplomas that are not equivalent to degrees but can be used to assess credit and exemptions for a Bachelors Degree or Bachelors Completion Degree. It can get a bit complicated. So for each diploma make sure you ask, so you know beforehand which category it falls into. There is also the University Council of Jamaica to check with to sort it all out.
