There are none the would thrive in such a small container. Two and a half gallons is the minimum for even a Betta, with five gallons being even easier to maintain.
If you MUST keep a fish in a one gallon container, a toy or similar fake fish is best.

71 liters is almost 19 gallons and the rule with tropical fish is one inch of fish per a gallon of water at there adult size so it would be different for every fish you got like if the fish adult size is 2 inches that you could have about 10 of that fish in your tank.

Yes as long as your tank is big enough for them and you have a filter and heater in it. Neons are schooling fish so you need at least three of them for them to be healthy. I believe that neons get to be two inches and the rule of thumb is one gallon for every inch of fish for tropical fish. Which means you would need at least a six gallon tank in order to have neons but a ten gallon tank is ideal.
