This is the late stage of the HIV. As far as I know there are following 3 criteria required for HIV to be developed into AIDS:

1. T-lymphocyte count falls bellow 200 cells

2. High viral load

3. Opportunistic infections, such as fungal and/or bacterial (those that rarely affect healthy immune systems).
