Two things have to be done in order for you to get the characters. First you have to make sure that the profile you are using is the one that has the achievements on it. Next you have to realize that getting all the achievements in the first game only unlocks a few characters and that the rest will still be locked until you do certain things in Gears of War 2.

The original Carmine, Kim, and Raam are only unlocked if you either beat or just have saved game data on your hard drive, i forget which. The other characters just get unlocked as you progress in the Gears of war 2 campaign.
