Well, the green stars themselves are hidden at Dusty Dune, the Battlerock, and Buoy Base. If you get them, you can access the Rolling Gizmo, where you need to navigate a ball through a piece of machinery, the Loopdeswoop Course, where you gotta surf on an impossible course, and the Bubble Blast thingy, where you gotta navigate a bubble through a maze.
They're abnormal, hidden stars that when you collect all 3, they unlock a launch star to a small planet that contains 3 challenge (very difficult) levels. All 3 are throw back levels that are much harder than their counter parts. (Surfing 101, Rolling in the clouds, and Through the poison swamp)
