First you have to know what public opinion stands for, it's basically attitudes of individuals regarding their political leaders and institutions as well as political and social issues.
When a group of people stand out in public and protest against the President on a certain issue, that is your own public opinion. It's also grassroot lobbying in which you protest and hope it makes the official change their mind.
Take the "Don't ask, Don't tell law that was just revived, that law is a public policy, but what you voice what you believe in when it comes to that law, and if you stand up for that law, like a lot of people have, you're voicing your public opinion.
