Believe it or not I couldn't find a whole lot of information on the admission requirements for the US Career Institute. I'd say you need at least a high school diploma or GED. But other than that there doesn't appear to be any other requirements.

U.S. Career Institute's headquarters is located in Colorado. However, USCI is a distance education school, so students all over the world complete their programs.
While I was not able to find their accredation through the DETC website I have called them and they were able to confirm that they are accredited. I am currently taking a course from USCI and have found it to be very thorough. I have had no complaints, although I have found many of them by googling US Career Institute.

There are no age requirements. The only requirement (in the US) is that you have an undergraduate degree, and meet the admission requirements.

For what it is worth, you should select a university based its ability to fulfill your plans for a life-long career ... not a test score! If it does not have a major that meets your career requirements, you should not even consider it. Get some academic counseling to receive more guidance regarding your plans.
Probably both exams are needed. You have to check individually with each university for its requirements.
