Actually you have those answers backwards. CAD is a design program that allows you to do the actual design work of a new part or the modification of an older part. Once you have completed the design of the part and depending on the CAD program you are using you can generate blueprints or a 3D solid model of the part.

Once you have the design completed the part file is imported into the CAM program. Here the user generates the tool path (the path the cutting tool will travel to remove metal, plastic or whatever) decides what tools are going to be used.

It generates the cnc's APT language automatically by using the CAD diagram and also process plans the whole machining operations and also the cutting tools type,material feed,speed and depth of cut.
