An open-delta connection is a method of providing a three-phase supply, using two single-phase Transformers. It is particularly useful if , say, one single-phase transformer, part of a three single-phase transformers forming a three-phase transformer bank, becomes damaged -allowing the two remaining transformers to provide a temporary three-phase supply to the load.
The drawback with this connection is that the capacity of the transformer bank is reduced, and it can only provide a lower load current.
Cost. You only need two transformers instead of three. But, your loads may be unbalanced and unstable causing all kinds of problems for you and the power company.

Whether a transformer is 'step up' or 'step down' has nothing to do with the way its windings are connected, so it could be wye-delta or delta-wye.
You have to connect each phase (R,Y & B respectively) of earthing transformer zig zag winding to each phase of power transformer delta secondary respectively. Then the zig zag winding of earthing transformer star point to be earthed.
