Just remember ONE. stands for Odd North East. So from heading 0-179 You need an Odd Altitude (in thousands). VFR Flights are +500ft so for the question: 5500, 7500, 9500, etc ... are all acceptable. For IFR it would be 5000, 7000, 9000, etc. For 180-359 you have even numbers: 4500, 6500, 8500, etc for VFR.

That depends greatly on where you're flying. Your odds of being able to fly VFR are much better in Phoenix than in Seattle, for example.
