The neck I'd suggest just getting one off the internet or at a local store depending on where you live, than put the electronics on, bridge, tuners, pickups and so on. solder all the electronics to make the guitar electric which google can be of a lot of help than finally put the neck on either by gluing it if its like a les paul (set neck) or with screws (bolt-on) and than just straighten the neck tune and play it.. the best advice is to see it done visually.

This depends on what type of guitar you are using. If you are using an acoustic guitar then reshaping will harm the sound. If you are using an electric guitar it will not, but you must have the strings set to the same tension after you have reshaped it.

depends on how long it was wet. I go over my guitars every month with windex on a cloth to remove finger prints and so forth , than a bit of non-silicone car wax and never had a problem. fully submerged in water though it should! i mean give it a few days for everything to dry up as all that keeps a guitar sounding electric is a couple of solders. I would be most concerned about the neck joint where the body and neck meet if it's a set neck guitar like say a les paul with no bolts on the neck joint put into laymen terms or the fretboard of the guitar. I'd play every position and hopefully the neck isn't warped as well
