The IBT curriculum has an extended focus on project-based learning, business principles and effective use of technology. The program also helps you succeed in life. Also to apply you have be smart which you probably aren't because you would know what the benefits of IBT is.
Edit:
Many IBT teachers that I have asked have told me, personally, that there aren't any benefits in joining the IBT Program at all. Yes, there may be some benefit to it but, do they actually count in getting into universities or getting a really good career? And, to the above poster, you clearly did explain the benefits, but you rudely commented that the asker "wasn't smart". Asking questions to clarify things WILL NOT automatically make you "not smart". In fact, it makes you smarter and wiser since you gained knowledge from something you didn't know in the first place.

No. Social Security is exempt from offsets to unemployment in North Carolina.
Strictly speaking, no. If you haven't worked and become eligible for benefits from North Carolina, you can only receive them from California, providing you were eligible back there. What you can do, however, again if you had qualified, is to apply through the North Carolina office to receive them from the "liable state" (CA) through the interstate unemployment program.
