GPS satellites are used to help us accurately determine the current time and our location. GPS satellites are not directly used to help us predict the weather.

Weather satellites use many imaging and sensing technologies to help us predict the weather, but they are not useful in helping us determine our location.

They are two different types of satellites with two different purposes.

There are many other types of satellites too, such as communication satellites (such as used with Direct TV), space telescopes (such as Hubble) etc.

There are no weather MODIFICATION satellites to my knowledge- It would be impossible as weather only occurs within the atmosphere! Satellites are in outer space or at least above the atmosphere/ You may be thinking of Weather Observation satellites which have an entirely different mission and are used to Observe and track weather, not influence it! The TIROS series is quite historically famous- Television Infra-red Observation satellite. Pronounced-Tear-Rose-like a tear-drop_ This is designed as alternative weapon of mass destruction to change climate behaviour and can create famine to an enemy or different weather patterns which maybe used by terrorist.
