I would breed it for Volt Tackle, then teach it Thunder, Thunderbolt, and Rain Dance by TM. Volt Tackle can do incredible damage of 120, but it can harm the attacker. Thunder and Rain Dance can become a deadly combination, for Rain Dance gives Thunder a 100% accuracy. Thunderbolt is just a good replacement for Thundershock.
