Often it's the minerals in the water they're drinking. My mom's dog had that problem, turns out many do, then they develop little stones in their urinary tract and have to go on a pH reducer for a while. The solution the vet offered....give them filtered water instead of tap water, then you won't have to worry about it. Hope that helps!
