One assumes you are talking about intermittent power in an outlet or a light fixture. In either case it is likely something is loose. If it is a single outlet or switch, turn off the power and tighten any screws or wire nuts inside the box covered by the outlet or switch plate. If it is one light it may be a bad bulb that needs to be replaced. The filament may be vibrating causing current to flow one second and then open. If it is multiple lights, look at the controlling switch and tighten as described above. Finally, call an electrician since the arcing could cause a fire.
