Because they are both mammals, which means to be covered in fur or hair. They both have very large brains, with dolphins being slightly bigger, but humans are still more intelligent. Both can make complicated signs and communications and both can express advanced emotions or senses. Both can live a long time, the dolphins max lifespan is 48, while humans max at out at 100 if capable. Of course, both have meat in their diet. Humans and dolphins are both extremely social, Dolphins can live in pods of over 1,000! Most people settle for a family. Dolphins can learn new things just like humans can as well.

The most obvious is that they are both mammals, meaning they give live birth, drink their mother's milk during infancy, breath air, produce their own body heat etc...
Also, both are predators, and have the teeth for eating meat and bodily adaptions to being able to catch specific types of prey, albeit a dogs adaptions are very different from a dolphins due to the difference in environment.
Dogs and dolphins are also very smart and both are well known for being trained by humans to do tricks, with the most common method for either animal using food as a reward system.
Both animals are thought to be more pack/pod orientated, with dominant animals displaying mildly aggressive behaviors towards the lower ranks (tail slapping in dolphins and general body language in dogs) however, recent studies are starting to show that most dog breeds are actually more solitary creatures.
When hunting in groups, both dogs and dolphins tend to chase/herd their prey into a corner or a place the prey can't escape. Dolphins tend to herd fish towards shore or the surface, whereas dogs tend to herd animals up to a tree or a den.
Both animals can be kept in captivity but there is a risk to doing so. Any breed of dog, even a chihuahua, has the potential to severely injure or even kill someone, and most dog bites occur due to mistreatment of the dog or an untreated disease, and dolphins are known to get aggressive towards their handlers for various reasons as well (the most common of which being boredom).
So basically, they are simulair for being mammals, predators, having simulair hunting stratergies, how humans typically train them, and their general behavior towards people.

They have very high communication skills amongst themselves. They are very social and prefer to live in pods rather than alone. Females will create a communal/ family creche for the young, so that others may go to hunt and feed. They show emotions of happines and sadness. They mourn the death of a member of the pod, especially an offspring. They also display working in teams to achieve a common goal. When hunting, they create tight balls of sardines by circling and herding them, and then diving straight through them to feed. Pods are very protective of each other and sometimes show compassion, and may adopt a young out of another pod if it has been left behind or lost its mother.
Additionally, they have mirror neurons, being able to pass the mirror test and detect themselves in a mirror. Mirror neurons may also indicate empathy.
In short, they display more "human" emotions and behaviors than any other non-primate mammal.
I always thought that it was also because they breath air rather than extrating oxygen from water like fish?
