Burrowing owls have featherless long legs and they live underground. The rest of the owl species have medium legs with feathers on there to protect them from prey that fights back. And really owls usually live in hollow trees. Only a few live under ground

First off, a Burrowing owl lives in tunnels underground. Second, They have long, featherless legs, which make them great runners and walkers, for an owl at least. Thirdly, and finally, their wings do not have all the strength that some other owls of their size do.
