The penalty for cyber stalking can vary greatly. I will use California as an example. As a lessor charge, a misdemeanor, can carry fines up to $1000 and a year in a California county jail. Or it can be a felony with fines at least $1000 and 5 years in a California State Prison. It also may carry the added stipulation of registering as a life-time sex offender.

Stalking is a misdemeanor at the very lowest forms. Stalking can also be upgraded to a felony very easily. The simple act of physical contact with the person or verbal abuse can upgrade it from 1 charge of stalking to several charges of abuse, assault and even attempted murder/manslaughter in some cases.
Whether a prank or not stalking letters are taken seriously and the person who wrote it signed their own criminal note. The victim of the prank can and should take the letter to the police (they will take it very seriously) and criminal charges can be laid. Pranks re stalking is foolish and immature. It is not a joke!

Texas has a variety of limitations based on the crime. Stalking is probably going to be set at 3 years. Misdemeanors have a limitation of 2 years to bring charges. Being absent from the state will toll the statute if it applies. Consult a Texas attorney.

They wanted to pay a settlement to Perrine but she declined when she had to sign a paper that said she was never allowed to go near them again. She was charged with stalking and he was charged for hitting her. Now in December she got about 3000€ and she dropped the charges. He in return dropped the stalking charges. It was settled out of court.
