In an atom the electrons remain arranged on outer shells. The protons and the neutrons make up the nucleus i.e. the central compact portion of the atom. The protons have positive charge and the electrons have negative charge. The number of electrons are equal to the number of protons and the neutrons are neutral particles hence they have no charge. The two opposite charges balance each other hence an atom is on a whole neutral.
