What are the citizenship requirements and racial requirements to qualify for a Hispanic Scholarship?

As far as I can tell, most or all scholarships require you to be a citizen. I looked at some of the scholarships offered by the Hispanic Scholarship Fund, and the racial requirements differ (some don't even require you to actually be Hispanic!).
