It depends from person to person. There really is no true classifications. Most people would base a tourist attraction off of how many tourists visit the site. Of course 'tourists' meaning visiters from different areas that converge in one place. If there are very few tourists visiting this site then it most likely won't be a tourist attraction. Also tourist attractions are mainly visited by, well tourists, therefore if it is an area visited by many locals and few tourists it therefore cannot be a tourist attraction.
