Belt colors are set by the school and organization. I believe I have seen all colors used at some point or another. I've even seen camouflage belts!
Usually they are referred to as sashes rather than belts or obi. They are going to vary from school to school. The ones I'm familiar with go White, Gold, Black and then Red.
Belt order usually is not fixed and changes from style to style and school to school. But there guaranteed to be 10 color belts followed by 10 black belts. Order of color belts may differ.

While many think that black belt is the highest level, it is just the beginning of the levels. Most of the martial arts have ten levels of black belt. In the traditional Okinawa styles of karate, 7 and 8 degree black belts are actually white and red striped belts. The highest two, 9 and 10 are a solid red belt.
