Primarily, the Act mandates that licensed Dealers conduct a computerized background check when selling a firearm (with certain exceptions of people that have already had a background check). Unfortunately persons that attempt to purchase a firearm when they are prohibited from doing so are rarely prosecuted for that.
Ineffective. Another example of "feel good" legislation. Enforce the 20K laws on the books and you won't need to add more.
