Depending on where this happens, the fine would be hefty and there would be points against your drivers license. In some states, this would be a misdemeanor. On the non-legal side, there would be increased gas use, possible endangerment of self and passengers as well as other drivers. It is an abuse of a privilege, not a right in our society.
