The FD 16 A is a 1962 model 18 Hp motor.

The 1983 model, 35 hp Johnson outboard requires a 50:1 ratio, one pint of 2 cycle oil, to six gallons of fuel.
The Johnson outboard part with serial number VJ30ELETA was a 30HP model. This model was manufactured in 1993. The 35HP model serial numbers are J35RETA and J35RLETA.
1959 thru 1963 Johnson and Evinrude use a 24 to 1 ratio. 1964 and up is 50 to 1

You don't wire anything. the water pump is mechanical , consisting of a rubber impeller /impeller housing and copper tube running from the impeller housing to the engine block. The drive shaft runs from the gearcase through the impeller/impeller housing to the engine block allowing the intake of water to match the engine RPMs. if the water pump does not work it is most likely that the rubber fins broke off (extremely common for all outboards that are water cooled)
A 35hp Mercury outboard, serial number 6445947, would be a 1984 model.
The water pump is inbetween the lower unit and the motor . Remove the lower unit with 6 bolts and u will see it.
