Caesar Rodney (1728-1784) was the signer from Dover in Delaware.The state (colony) of Delaware had three voting delegates to the Second Continental Congress : Thomas McKean, George Read, and Caesar Rodney. McKean and Rodney voted for the Declaration, Read voted against. So by a 2-1 majority, Delaware apppoved the Declaration, and all three signed the document.
