Many new computers do not come with Windows Vista Basic. Some of the older ones do. You can request that they put Windows Vista basic on your computer upon purchasing.
THere is no such OS called windows premium., but in vista there are many flavours called vista basic, home premium and vista ultimate. In these variations the higher you go the more extra features u get and obviously the more you pay for it. LIke vista basic does have windows aero and home premium does not have dream scenes, bit locker etc which ultimate has., but the basic OS is the same. :)

This is because when a program runs in Windows Vista that isn't compatible with ceirtain visual element of Windows Vista (Usually due to it being an older version of the program) is will change the theme to Vista Basic in order for the program to run properly.
Vista has DX 10 when WIndows XP doesnt. While Vista was suppose to be the upgrade to XP, it had a lot of problems during the first launch and it took awhile to fix everything. Vista is suppose to run faster, and use less resources on your system. But Vista failed and Microsoft then released Windows 7 as the replacement to Vista.
