The Emblem vendors in Dalaran can exchange an Emblem of one type for the type one lower (Frost -> Triumph, Triumph-> Valor, Valor -> Heroism) on a one-to-one basis. In the Dalaran Sewers there is a vendor that can immediately exchange Emblems of Triumph to Emblems of Heroism. This is the only way to get more Emblems of Heroism.
