The previous answer isn't correct and it's misleading.
A computer hardware platform is a set of hardware components such as CPU (ARM based, Intel based,etc), memories (Cache, RAM, Flash Memory), video boards, USB subsystems and so on. In an hardware platform you have to define how these components communicate with each others. Tipically this task is achieved by a BUS system. On an hardware platform you can execute an operating system and only with an operating system you can install and use others programs. An operating system is responsible of communication with the hardware platform and it has to provide an interface towards the user. A software is typically binary coded for a type of CPU architecture via a Compiler (See assembly and ISA - Instruction Set Architecture).
It turns out without an hardware platform you cannot run software and operating systems such as "Linux, Windows, DOS" etc.
