One of the first concerns is that it's just so far away. We haven't even been to Mars yet, nor have we even got an unmanned probe to Pluto (yet; there's one on the way). Also, any time an astronaut goes into space, they are bombarded with high energy radiation, that over a long flight to Pluto would kill you.
Mercury, with its small size, forbidding temperatures, and closeness to the sun, has had little attention from space probes. Pluto was visited only once by the space probe, New Horizons, due to its remoteness and because it is so far "above" Earth in the sun's gravitational field.
It would be too cold for humans. We would freeze to death because Pluto has a temperature average about -375-400 degrees below 0. We wouldn't have much sunlight. There is no oxygen on Pluto, so we would suffocate. In addition to all of this, it would take to long to get there.
We do not currently have a space vehicle capable of a manned mission to Pluto. Nor would there be any particular point in going; all the really interesting real estate in the Solar System is much closer.
At the moment we do not have the technology to send a manned probe to Pluto, or any other planet.
I would wear a really warm coat. A REALLY warm coat. Pluto is very far from the Sun, so it gets very cold there. Bring gloves, too.
We do not have the technology for a manned mission presently.
to get living on it
There are no plans to go to Pluto at present. It is also highly unlikely that any manned mission will be undertaken in the foreseeable future.
They already have. The New Horizons space probe, launched in 2006, flew by Pluto in July 2015. A manned mission to Pluto would not be possible with current technology.
no, the first successful manned mission to the moon was apollo mission 11.
All Apollo missions were manned.

yes, possible for a manned mission to Mars by 2023

What we need now is a volunteer for our manned mission to Mars. They courageously manned the forward cannons.
Manned because man has to operate the equipment.
no
The main difference is that a manned Mars mission is a great deal longer.
Even if the Shuttles were still operating, which they're not, they wouldn't be able to reach Pluto; no currently existing or planned craft is sufficient for a manned mission to even Jupiter, which is much closer and much more interesting.
