The ozone layer has a thinning at each pole for a short period of time each year. The hole occurs during the portions of time when no sunlight can react with the layer. This is the only real thinning that has occurred to date and has been doing so for eons.

The principle threat to humans from a thinner ozone layer is that of skin cancer. If you were to go to either pole during the coolest parts of their season and try to sun tan. You do stand a slight increased chance of skin cancer and cataracts. You stand and infinite chance of frost bite trying this maneuver. My suggestion is to stay in the populated areas of the world when tanning. They have not seen any decrease in the thickness of the ozone layer.
