In general, bureaucracy becomes dysfunctional when it ceases to be flexible and instead becomes bogged down in red tape and overly rigid interpretations of the laws and policies it implements. Different departments and bureaus can also become territorial and cease cooperation, or communication between departments can break down which results in valuable information not being passed from agency to agency.
