Get yourself a portfolio, even if you arn't making real 'live' sites, make some imaginary ones, ask others opinions on them, some people say don't bother with development software such as dreamweaver, i disagree, even though in my opinion it is better to code directly, dreamweaver and other packages are often used within companies to provide templates and idea's.
If you do web design at university, you are looking at a 3 or 4 year course (I did a 4 year sandwich course, where i worked with a comapny for a year and built a good portfolio).
A good designer should have a well-rounded ability to code, design and script websites, and make them interesting to visitors! The person on the other end of the internet viewing your site is a human too.

It depends what kind of job you are after; if you want to be employed by a company as a computer programmer, then you will probably need a degree - so staying in college or university until you are 21 or 22 years old.
On the other hand, some programmers have started producing saleable programs whilst at school, usually they form their own companies.
Do you mean, how long do you HAVE to go to school to be a designer? It all depends on what you are wanting to design. Are you wanting to design clothes, houses, or cars? Your best bet would be to search different colleges. Also, you may want to talk to you guidance counselor at school, they will probably be able to help you.
Well it so simply depends on how far you intend to excel in the field. You could attend two years (minimum) in an IT program for an associates degree. 3-4 years for a bachelors. 1-2 years longer for a masters, or you could simply sit at home reading books and programming on your pc, teaching yourself. It just all depends on what you want to bring out of programming, and where you intend to go with the subject. But just as advice, most companies require at least a bachelors degree in the field (though some will except an associates) so If your looking to make a career working for a company, then Id' advise you at least take the four-year route. You can get a degree in as little as two years, though it may take longer depending on your schedule and the type of program you enroll in. Beware of online schools that offer quick degrees for high fees. Always make sure the school you're attending is a full accredited school.
You can go to your sixth form if they offer the course or a near college, sixth form courses are normally two years which can be a A level or BTEC. College courses are probably NVQ's which last one year but depends what level you wish to have.

You can go to school at any university that offers a communication program to take a web design class. I go to Brockport and they offer it there, but I would aim for more prestigious universities.
