The elite fours Pokemon are all lvl 50ish so have a good team at about lvl55+ and you should be okay I recommend taking a dark Pokemon because it will be super effective against two of them the elite four are types are, ghost phychic dark and fighting you can fight them in any order you want

Yes thanks. I beat the elite 4 without breaking a sweat :D .... On a serious note, to build a good party, you might want to consider looking at the gym types and the elite 4 types, then pick Pokemon to exploit the weaknesses. Wikipedia, Bulbapedia, and Serebii.net are all good for this task.
Depends. Any Pokemon is a good Pokemon to take to the Elite Four as long as it knows the right moves. The Elite Four in Ruby, Sapphire, and Emerald are weak against Fighting, Electric, Ice, Water, Fire, and Ground types. Since Kabutops is a Water and Rock type, it would have an advantage over the Elite's Pokemon. As I said before, it's all about the moves it knows.
I have those Team Members too, but I didn't use them when I beat the Elite fours. I used the Pokemon types that have an advantage of their types: Ghost to Psychic, Ground/Fire/Electric to Poison, Psychic to Fighting, and Fighting to Dark.
