RS-232C is a control code for typical use on audiovisual devices, although it can also be used on any device that has in-built logic and the RS232 interface, typically 9-pin D. Think of a typical IR handset for a domestic TV. It communicates with the logic in the TV to control functions: volume up; change channel etc. It does this through IR but the control is 1 way. If the handset was RS232, it would communicate hard wired and the control would be 2 way. Thus the TV could talk back to the handset and request a preferred volume level for each particular channel, for example.
RS 232 commands can be used in control devices that have significant processing power to create complex 'macros'. Such devices are normally restricted to high-end professional AV set ups but are increasingly finding their way into home automation systems. The RS232 commands have to be written into a bespoke programming language, instructing the control device to issue specific codes to the systems it is controlling. These codes are manufacturer specific and delivered in the content of the RS232 data stream.
