Article II of the Constitution deals mainly with the powers and duties of the President who heads the executive branch of the US government.
Article II, section 16 of the Philippine Constitution says, "The State shall protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature." One reaction by people was that such a thing should even have to be included in the constitution. Some feel it's been a right of all mankind since the beginning of civilization.
