There are many festivals in Russia. Beginning in February, they have Maslenitsa, which represents the end of winter. They have a giant peasant woman made of wood that they burn, she signifies the witch of winter. There's also International Women's day in March when you give flowers to the women in your life (odd numbers of flowers only). There's also Victory day which celebrates the end of WWII, called the Great Patriotic War in Russia.
Ocean festivals, Flower festivals, Animal festivals, Starry Night festivals, New Year festivals, Firefly festival, and there might be a couple more that I missed.
There are lots of different festivals like music fesivals and religious festivals.

There are many festivals in Ireland, far too many to list. There are music ones, arts ones, sports ones, theatre ones, film ones, festivals for particular places, festivals for particular people, beauty festivals, festivals for different ages, festivals for different cultures and many other types. So all year round there are festivals somewhere in Ireland.
