As the name implies, "first aid" programs are given to give the first aid whenever accidents and mishaps happens. Safety officers and/or supervisors can get this training (even all of the employees) through OSHA training programs to make sure that in an event of a mishap (which OSHA courses tries to prevents) people would know what to do and how to help others out (like first care to cuts and wounds, or CPR in cases of drowning etc).
