Nothing I have read has concrete answers on dissolved oxygen unfortunately, all they say is that goldfish need a lot of it. Making sure you have good water movement (NOT a bubbler, but actual movement, such as from powerheads and some types of filter) will contribute to high oxygen levels, as will plants that are broader-leafed (so your goldies don't eat them). I assume you mean the 'Siamese fighting fish' (Betta splendens) they prefer to be kept at around 75F under normal conditions and 80F when breeding.

The word is spelled inbred. The problem with in-breeding is so many medical conditions are inbred.
Provided you have a cover that fits reasonably well on your Betta breeding tank and the temperature is not over 80F, the Betta should be able to look after and repair the nest while the ova and the fry are developing. If you are not set up properly this time, you will just have to accept the loss and try again after a while during which you can bring the fish back up to breeding conditions and prepare the breeding set up correctly.
