A way to get 60 Pokemon is to one catch the ones you can get, train them to get evolved forms, trade with leaf green, and find all the ingame trades such as Abra can be traded to get a mr.mime.
its nothing like ruby and sapphire its in the PC again but only trades data not bases etc

It is a starter Pokémon. That means that you can't get it unless if you chose it at the start of the game, or someone trades it to you.
The in-game trades are Makuhita for a Slakoth in Rustboro City (east of the Gym), Skitty for a Spinda in Fortree City (north-westernmost house), and Corsola for a Bellossom in Pacifidlog Town. (In the middle house on the south part of town.)
have a Pokemon emerald trade to ruby/sapphire, which then R/S trades to leafgreen. i don't think you can catch Rayquaza in Ruby, but I know Emerald is easier.
I think that there are three in-game trades. One is a boy in Eterna city who trades you a Chatot for a Buizel. One is a woman in Snowpoint city who trades you a Haunter for a Medicham. One is a woman in Oreburgh where you trade a Machop for an Abra. actually 4. as far as i know. Theres a man on the water in a house that will trade his magikarp for a finneon. on route 226.

Spin trades are when you and another person trade eggs. Spin trades can be used to get all starter Pokemon.
Pokemon Gold Trades Are not possible, However, the Updated "Heart Gold" and "Soul Silver" versions have trades. these trades can be commenced in any Pokemon center. On the top floor, in the "Union Room."
You would need to have at least 2 ruby or sapphire games on 2 gaming consoles, or do this with a friend. One of you starts a new game then get the starter Pokemon, then trades it to your game. Then you would have to repeat this a couple times to get all the starter Pokemon on your game.
