Society responded to reports that indicated smoking causes cancer by interacting laws that restricted smoking in public places. Some laws were intended to inhibit children from starting smoking.
The laws on smoking are locally controlled. You will need to check with your local laws concerning the authority given to student governments. In some places they have that authority. In other places they might not. In this state it is illegal to smoke in public buildings or near their entrances.

In Cleveland, Ohio it is illegal to smoke inside any public place including bars and restaurants. This new ordinance went into affect approximately 2 years ago. I have yet to see anyone receive a ticket for breaking this law but supposedly they can and it can be pricey.
Most places have ordinances preventing sale of drug-related items to minors. If you say it is for tobacco they couldn't sell it either. Some places have no restrictions or do not enforce them.
By the middle of the 17th century, most of them had gone of out of fashion. Although you could argue the point that the Smoking ban and the drinking of Alcohol in public places is a Sumptuary Law.
The government is to protect the rights of the individual only to the point that the individual does not cause others harm. In public places, the smoke of an individual can cause harm to others, so the Federal and many state and local governments create and enforce laws restricting cigarette, pipe and cigar smoking to private places, such as one's home or a private club.
No smoking in workplaces, bars, restaurants, hospitals, etc. No smoking in NYC parks, beaches and boardwalks. No smoking on public buses, in taxis, on subway trains, subway platforms, subway stations, subway staircases, even when it is outside. No smoking while pumping self-serve gasoline. No smoking under the age of 16.
