The leader of each individual state government (The Chief of State) is the governor.
There could be a few people that could be considered leaders... The Clerks of each of the chambers are the leaders of the parliament in the sense of parliament as an institution. The presiding officers are the leaders of parliament in the sense that they chair meetings of the parliament. The leaders of the two major parties (Premier/Leader of Gov in Upper House and Opposition Leader) are that in the sense they control the bulk of members of the parliament.

It has the central congress which is called the Senate which is the upper house of the congress and these in essence represent and ensure that the interests of the state are well represented in the political process of the USA, each state has two senators. It also has the lower congress called the House Of Representatives in which the Governors of individual states sit. These governors manage affairs of the state and each state has only one governor and serves a term of four years

States taxes vary from state to state as each state has its own state parliament. Each state has varying tax powers they can enforce, considering each state has different level of employment and gdp output the level of taxation will vary from state to state to match the economic level.
Each Australian state has its own Parliament House, and Parliament House in Canberra is where the country's representatives meet.
