The State of Georgia does not currently regulate Reiki. In a few states including Florida, it is regulated by the state Board of Massage, which is seen by many Reiki practitioners as a device to force them into massage schools, considered ridiculous because Reiki involves only a light touch or even a hovering non-touch to focus "ki" power. The state Board of Massage in New York reversed their similar requirement after actually watching a Reiki session in a meeting.

Can you give a reiki attunement psychically without being a reiki master?
Probably not, throughout the attunements given in reiki one first reaches the first degree, then the second and finally the third. At the third attunement one is initiated into the master degree, not only does this mean one aquires the knowledge to give attunements, it also means the master reiki symbol is initiated within the body of the reiki master. This master symbol allows the practitioner the energy to be able to successfully attune new practitioners.
Is Reiki a fraud?
No, actually there are many hospitals across the country that offer Reiki to their patients. They have found that Reiki can increase recovery time after surgery, reduce pain, lower blood pressure, and improve sleep. Ethically, all practitioners should receive permission (verbally or spiritually) before sending distance Reiki to anyone. If the practitioner hasn't or can't get permission, then Reiki may be sent to the situation instead of the person.

Yes, nurses may practice Reiki under their FL license. The FL Board of Massage has jurisdiction over the practice of Reiki, and their ruling is that in order to charge for a session one must have a license to touch, i.e. massage therapist, nurse, doctor, etc. However, anyone can practice Reiki free of charge.
