Th rising action in Divergent is when Tris and Tobias kiss when Tris is ranked first in the standings and (while kissing) she realized that the Erudite are going to start a war using the injected Dauntless soldiers.
Listing the important events for you:
• Tris takes an aptitude test to decide which faction to join in the future and discovers she is divergent, meaning she is equally compatible to more than one faction and dangerous/uncontrollable
• Tris chooses her faction, and transfers from where she used to live, with the Abnegation, and gets transferred to Dauntless
• She meets a Dauntless leader, Four, during initiation
• Four helps her through her simulations during imitation and discovers her divergence
• Tris discovers Four is really Tobias Eaton, the son of an Abnegation (one of the faction) leaders who used to abuse him as a child
• The Erudite (a faction) leader creates a simulation to destroy one of the other factions
• Tris and Tobias stop it
The book basically ends with Tris and Tobias on a train going nowhere as the faction system is in a mess.
In Divergent, much of the conflict revolves around Tris coming to terms with her identity as a member of her chosen faction as well as an individual who is Divergent in her society.
There is more than one rising action in the book Divergent.
Firstly, Tris discovers in her aptitude test that she is divergent. Secondly, she chooses to switch to the Dauntless faction which means leaving her family behind. Another rising action is when she discovers that she needs to complete initiation tests with only the top 10 being allowed to officially join Dauntless.
I would say the inciting incident in 'The Hunger Games' would probably be the reaping, where the tributes were drawn.
