It depends what type its moves are.
The only way to get it is transfer it from Pal Park.
dusknoir is lv 45 ghost type and thiers 6 lv 38 sableye so i sugest going in at atleast level 47 and bring all the sleepseeds you can, hit dusknoir with the sleep seeds and take care of the sabeye before he wakes up(sabeye have no weekneses so dont count on type advantages here) you can knock sabeleye faster with moves like discharge or heat wave after your done beating the sabeleye use dark or ghost moves on dusknoir
Thinking strategically, knock out Dusknoir first using a sleep seed, x-eye seed, totter seed, or stun seed, then deal with the Sabeleye with everything you've got. It would be alot easier if you had all-enemies moves e.g. discharge (which Pikachu can learn) and vacuum-cut. Once you've defeated the Sabeleye, Dusknoir should be a breeze.

All the Signature moves like Roar of time can only be learned by one Pokemon, no matter what. However Draco Meteor can't be learned by Level up. It can only be taught to a Dragon-type Pokemon with a high friendship with you.
Sableye is a dual-type Pokémon, classified as Dark and Ghost. It was introduced in Generation III and is known for its unique combination of types, which gives it immunity to Normal and Fighting-type moves. Sableye has a mischievous nature and is often depicted with red eyes and a grinning, impish appearance.

yes. he can erase both tms and HMS which is useful since the game won't let you replace them with naturally learned moves.
