Before the NorthWest Territories was divided to create Nunavut, Hudson bay separated the territories from Quebec. Now the Bay sepatates Quebec and Nunavut.
Simply it was part of what is still know as "The Northwest Territories", it became Nunavut "Our Land" on April 1st 1999
Nunavut is not a province in Canada. It is one of three territories. It became a territory on April 1, 1999 when it split from the Northwest Territories, though the decision to become a separate territory, and boundaries were determined in the mid 90's. Nunavut was generally accepted as a location from the time around when the boundaries were set, even though it didn't gain official status until 1999. There was a lot of talk over whether Nunavut should be created as a Territory or a Province in the mid 90's. It is my understanding that it was created as a territory with the intention of one day becoming a province.

Upon receiving statehood, they were no longer territories.

That's why they made the new territory called Nunavut.Newfoundland and Labrador was the last province to join in 1949. Before the war Hawaii was annexed. After the war Guam and Puerto Rico were annexed which remain Territories and the Philippines which was granted independence after WW2.

Canada's territories are just like the US territories before they became states. They have a managerment appointed by the Federal government and no say in what happens in ways that provinces or states do
