The first seer, the one who appears in Season four and who is vanquished when she tries to steal the son of Phoebe and Cole is just named 'The Seer' and has no propper name.
The Seer from Season Seven, however is names Kira and becomes a friend of the sisters, she even asks them to turn her human in return for information and a look at the Avatar's Utopia, which she gives to Phoebe.
